It is best to stick with lower-tier items when trying to improve your Crafting Skill quickly. The reason is that crafting items are more expensive as you go up in tiers. Some higher-level recipes can cost up to twice the amount of resources required to craft. Crafting lower-tier items is a good way to level up.
