Only one way. Progress made in Hardcore counts for the whole account, but progress from normal realms does not carry into Hardcore.
No. The perks are comfort: more rested experience, more materials, cheaper repairs, more reputation and honor. No perk gives combat stats.
Cosmetics for the points your account has earned in total: an air rifle at 15, a pet at 25, a tabard at 40 and the Spectral Bear mount at 55.
