From rank 11. The game has its own entry for it: Rank 11 rewards, Black War mounts, split by faction.
How much do the Alterac Valley mounts cost?
200 gold in the game client, 800 in Classic. You also need Exalted with your side of Alterac Valley.
Is there a Horde Winterspring mount?
The Winterspring Frostsaber stays an Alliance mount. The Venomhide Ravasaur, a Horde raptor from later expansions, sits in the game client without a source yet.
