Levels 40 and 60 come from the mounts themselves. The level the trainer asks for is not in any data yet, we check it at launch.
Every riding trainer
Every riding trainer teaches both ranks. You also learn the riding type of your race there, Galestrider Riding for the Skyborne.

Mounts are account-wide, the riding training is per character as far as anyone knows. This is the gold to plan for:

How to get the gold
Training is the biggest expense before level 60. The gold guide shows how to put 1,100 gold together by then.
The Legacy perk Bartering takes up to 10% off goods at every vendor, but not off training, so riding training costs the full price.
Beta players also saw Journeyman Riding for 900 to 960 gold, so there are discounts, most likely from reputation.

Flight paths are there from the start. The Legacy perk Frequent Flier makes them 50% cheaper and 20% faster.
Three new ship routes connect Stormwind, Menethil, Southshore, Auberdine and the Riverglades.
The Skyborne have Skysight: 10% faster on foot and in the saddle for 30 seconds.

What does Apprentice Riding cost?
100 gold at the riding trainer of your race. Your first mount comes with it.
What does Journeyman Riding cost?
1,000 gold, with a swift mount included. Beta players also saw 900 to 960 gold, so there are discounts.
Do I have to buy a mount after learning riding?
No, the training gives you one. Other colors come from the vendor of your race.
Where do Skyborne learn riding?
From Genn Fairweather on Zephras Isle. He is the stable master and riding trainer and sells the Galestriders too.
Can I fly in Forever?
No. There are no flying mounts, only the flight paths of the gryphons and wind riders.
