WoW Forever Transmog
Forever has transmog, but you opt in. Here are the rules Blizzard announced, where the transmogrifiers stand, what the toggle changes for you and for others, what the client says about costs, and the class sets you can collect.

The rules
Transmog is opt-in. You set it up at a transmogrifier in certain cities, or you switch the whole system off.
AnnouncedIf you pick the Classic preset at your first login, you start with transmog off.
AnnouncedSame armor type: plate to plate, cloth to cloth. Cosmetic-only items are the rare exception.
AnnouncedYou use high-level appearances only from level 60, then the limits fall for valid appearances in your collection.
AnnouncedBind on pickup green and blue dungeon drops unlock the look for every eligible looter. Epic raid drops only for the player they bind to.
AnnouncedSell a bind on equip item whose look you have not collected yet to a vendor and it becomes soulbound. Until October 1 it became bound to your account.
ConfirmedYou keep collecting appearances with the system off.

With transmog off you see other players in the gear they wear.
AnnouncedYou still see if others hide their helm or cloak.
AnnouncedYou can still set up and show your own outfit, Blizzard says. The client text says the opposite, so the beta has to show which one holds.
AnnouncedThe switch is a dialogue option of the transmogrifier, not a menu setting.

How it works
You transmog a slot, not an item. Equip a new piece and the slot keeps its look.
BetaEvery armor slot can be hidden, plus shirt, tabard and cloak.
BetaThe window has the tabs Items, Sets, Custom Sets and Situations. An outfit can keep one look per armor type.
Beta dataWeapons only in types your class can use, players say. Weapon illusions are not in the client.

Blizzard has not named prices. One player paid about 95 copper for a robe at a low level. The client knows factors per slot but no base price. We add the prices at launch.

Fyrenz Vishonar stands in the Mage Quarter, on the ground behind the mage tower, around 48, 84.
Where is the transmog NPC in Orgrimmar?
Mon'ye stands in the Cleft of Shadows next to the barber shop, around 46, 53.
Can I transmog plate onto cloth?
No. Blizzard keeps the armor type rule: plate to plate, cloth to cloth. Cosmetic-only items are the exception.
What does transmog cost in WoW Forever?
Blizzard has not said. One player paid about 95 copper for a robe at a low level. The client holds price factors per slot, so heads, chests, legs and cloaks cost twice as much as a belt, but no base price.
Do I keep collecting appearances with transmog off?
Yes. Blizzard said appearances keep unlocking while the system is off.
